I would say that a proper basic dividend eliminate the necessity of creating jobs and can retain people in their own communities. The most important point here, in my opinion, is the housing issue. Some of the proposals are very nice and useful. For example: the protection of home-owners from eviction (I would add, impossibility if it is the habitual residence); social rent, if you have economic problems (I would say, the social rent should not be more than 30% of your -or your family- total income).
Anyway, I have to say that a vital energy requirements should be included as well, that assure the provision of energy (gas, electricity, ...) in case of economic problems. It should be specific and determined per family, and the cost of it should no be higher than the 10% of the total family income. In this way, we do not let the power to cut it down to private companies.
Effectively, the financing of these programs could be achieved by a CO2 tax. 30 dollars per ton is a good start but progressively it should be drastically increased. I can add as a source of financing the so call "Tobin tax" to capital.
